How do you extract a audio clip out of a movie clip
say there a scene with this vocal that might seem really cool
i just want the vocal itself from that video clip
are there any programs to do so?

NO NO NO. Actually there are two. Any Video Converter and I believe Prism does that as well. I have used both and still do. As for converting or cutting the audio for that, there was one program I used before from download.com and it could easily cut audio/video. Personally I want that cutter back, if I find the name of it I'll link you. And for anyone's information I am an encoder/converter etc etc etc, these types of questions mean little!

How do you extract a audio clip out of a movie clip
u demux it! not re-encode it!
u can then edit the audio file with Audacity or Goldwave or any other sound editor of choice...

since u mentioned anime im assuming either mkv or avi.
for mkv use mkvextractGUI
for avi use Yamb and extract the audio stream or use:
-nandub: save as WAV
-virtualDub: save as WAV

u want to remove music and preserve vocals in your audio track? thats gonna be hard. to my knowledge u cant do it coz the music and vocals are already overlayed into 1 audio file.

or you could use a video editing program take out the video then just save the audio then you can put in a audio editing program
