i kno this may sound stupid, but how do u vector (i believe its called. u kno, where u take a real photo then make it "cartoony")

Well i've only done it once, and it's hard as hell(or at least on photoshop, i think so).
You have to basically use the pen tool and draw everything out, once you do that you use the pen tool again to draw the shadows.

Making vector art is very difficult. You would to have good art tallent to be able to come up with your owne without copying an image. You mensioned something about copying a real photo, well that is one common method. There are many other methods, but the one you mensioned is very common.
Anyway, you are going to need different software besides Adobe Photoshop, Paint Shop Pro, or whatever else you have. The software your going to need is Adobe Illustrator, or Macromedia Flash. Both of these software(s) have a special ability which smooths out any mark you make to your image. This is what gives you the smooth look of vector art, very simple.
Most common tool(s) used are Adobe Illustrator, and Macromedia Flash. My brother uses Macromedia Flash for some of his vector art, but before he makes it in flash he draws in in real like (pincle and paper). If you would like to see an example of his vector art, CLICK HERE.
His vector art is very simple because he has no textures, or any kinds of feel to it. All it is is simple colors with shadows which give it the look. To make vector art which looks realistic you would need about 3-5 different programs.
I produced some vector art of my own a while back ago but found it to be very boring since it could not be used for anything, mostly attraction. There are some goods for making vector art such as impressing, making flash animated layouts, or just one big colorful HTML layout.

its simple get the picture u want duplicate it go to filter artisitic then cutout then choose your uhm like how much u want it to look vectored then set a blending to it. i also sujest u add a photofilter to it then do poster edges real small ones and then overlay it with a blending scheme and there u go

Umm buddy trust me that is vector. It does not look very good and you cant see the cut parts because the image is to small (I made it smaller to show ya). Trust me I know are and that is vector.

To be honest I didn't make that, my brother did. He is in college majoring in game & art design. He drew that then scaned it, then imported the art he hand drew into Flash and made it all vectorish.
Also, you will see this little guy in a future video games my brother is working on. The character is named Aco (after me). Here are some more images of Aco and his nemesis, Jin. :)
Buy the game when it is released, it's worth it! :)

To make one thing clear, the last three (3) are vector. The rest are hand made art that was scaned.
