what the heck is a using cost???

If you use it, you are charged with 50% of what you spend.

but what's the point you might as well just have the gils with you. I heard it gave you interest

It does. It gives you an extra 10% bank interest. Okay, try this. Say you bought the movie on the credit card. You would by charged 1000 gill for the movie, and an extra 500 because that's half of 1000, i.e. 50%.
