Start of with a blank document, mine is going to be 500x500.

Start out with a blank document in adobe photoshop 7.0, and choose your colors that you are going to use. The matrix uses green, but for this example I feel like using blue.

Next go to Filter--> Texture--> Grain

There appears to be an error on this next image, The contrast is only on 35, but its suppost to be on zero, just remember that its suppost to be on zero. Intensity is on 100, although you can tone it down a bit if you want. Most importantly, Grain type HAS to be verticle!

Right now you should have something that looks like this:

Now go to Filter--> Artistic--> Neon Glow

Which will get you something that looks like this:

Now go to Filter--> Stylize--> Glowing Edges

And your end result should be something like this only better:

Tamper with the settings of the grain thing, and it usually works better if you use green, I just happened to want to use blue for this example. Enjoy your matrixy style thing.
