Steps

btw, b4 u srat press D to reset your colours to black and white.

1. Make your document

2. Filture>texture>grain>both at 100

3. Choose verticle as your option in the grain

4. Filter>artistic>neon Glow

5. Glow size>5
glow brightness>15
colour> Your choice

6. Filter>Stylize>glowing edges

7. Edge width> 1
brightness> 10
smoothness>1

8. CTRL + U to change colours.

Done...

u didnt make that. nobody knows who did. This is a secound version, its reluts are a lil better than what would come out of yours. but then again it might be just me.
