Sorry there's no images... I'll try to get some in later...
1) Make a new file of any amount of pixels (perferred square). Set the foreground to black, background to white.
2) Go to Filter > Render > Clouds.
3) Use the Gradient tool (Mode: Difference) with any setting. Go crazy and swipe everywhere for about 3-5 seconds.
4) Go to Filter > Artistic > Plastic Wrap
(Highlight Str: 15. Detail: 9. Smoothness: 7).
5) Go to Filter > Sketch > Chrome
(Detail: 4. Smoothness: 7).
6) Go to Filter > Pixelate > Mezzotint
(Type: Short lines).
7) Go to Filter > Blur > Motion Blur
(Angle: 0. Distance: 150 pixels).
8) Duplicate the layer. Set it to Lighten.
9) Go to Edit > Transform > Rotate 90° CW on the duplicated layer.
10) Press the Rectangular Marquee tool. Oopsie. On the top layer, press Ctrl+E.
11) Duplicate the new layer. Set it to Lighten.
12) Go to Edit > Transform > Rotate 90° CCW.
