Errr.... edited. I change my old version of this tut, so sometimes it won't make sense. If anyone can simplify it, that'd be great
1) Make a new file of any amount of pixels. Set the foreground to black, background to white.
2) Go to Filter > Render > Clouds.
3) Go to Filter > Blur > Radial Blur.
(Amount: 10. Blur Method: Spin. Quality: Good)
4) Go to Filter > Brush Strokes > Ink Outlines.
(Stroke Length: 4. Dark Intensity: 20. Light Intensity: 10)
5) Go to Filter > Distort > Twirl.
(Angle: 999)
6) Go to Edit > Fade Twirl.
(Opacity: 100%. Mode: Lighten)
7) Duplicate the layer. Set the top layer to Overlay, Soft Light, or Hard Light.
8) On the bottom layer, go to Filter > Sketch > Chrome. Use any setting you want.
9) On the bottom layer, go to Filter > Distort > Pinch.
(Amount: 75%)
10) On the bottom layer, go to Filter > Blur > Radial Blur.
(Amount: 50. Blur Method: Zoom. Quality: Good)
11) If you want, duplicate the top layer. Go to Edit > Transform > Rotate 90° CW. Set that layer to Hard Light. Make a new layer below the top layer. Fill it with the color you want your effect to be. Set the layer to Color
12) If you want a better looking effect with multiple colors, select the bottom layer and go to Image > Ajust > Hue/Saturation. Check Colorize and pick a color.
13) Choose the Rectangular Marquee tool. Oops, wrong button. Now, select the second-to-bottom layer and press Ctrl+E. Select the utmost layer and press Ctrl+E. Now you only have two layers.
14) The top layer should be on color. Change it to Screen. Color the bottom layer with anything.
